イギリスの首相が謎の死を遂げ、ロンドンで行われる葬儀にアメリカ合衆国大統領ベンジャミン（アーロン・エッカート）が出席することに。2年前にテログループによるホワイトハウス陥落に立ち向かったシークレットサービスのマイク（ジェラルド・バトラー）も彼を護衛するために同行する。各国首脳がロンドンへと結集する中、彼らをターゲットにした同時多発テロが発生。歴史的建造物が次々と崩壊し、犠牲者が続出する。マイクとベンジャミン大統領は世界を混乱から救おうと立ち上がるが……。
